ASTM International

Textile Standards ASTM International is one of the largest voluntary standards development organizations in the world-a trusted source for technical standards for materials, products, systems, and services. Known for their high technical quality and market relevancy, ASTM International standards have an important role in the information infrastructure that guides design, manufacturing and trade in the global economy. Committee D13 ASTM Committee D13 on Textiles was formed in 1914. D13 meets twice a year, in January and June, with approximately 100 members attending three days of technical meetings. The Committee has 535 members and currently has jurisdiction of 339 standards, published in the Annual Book of ASTM Standards, Volumes 7.01 and 7.02.

CUSTOMS TARIFF : Order Amending the Schedule to the Customs Tariff, 2009-1

The government of Canada in the June 10, 2009 issue of the Canada Gazette published an Order Amending the Schedule to the Customs Tariff, 2009-1 by removing the customs duties on a number of manufacturing inputs. It has been a longstanding practice to use Order in Council authority to remove customs duties applicable on imported goods used in the production of other goods to assist Canadian manufacturers.


The Order removes the customs duties on the following products:

  • Hexamethylene tetramine
  • Certain cotton yarns for use in the manufacture of towels
  • Certain woven fabrics for use as knee lining in the manufacture of trousers
  • Certain woven fabrics for use in the manufacture of dresses, skirts, vests, blouses, tops and scarves
  • Certain viscose rayon yarn for use in the manufacture of mattress ticking
  • Certain nylon staple fibres for use in the manufacture of footwear
  • Certain narrow woven “hook and loop” pile fabrics
  • Certain three and four layer woven and knit fabrics for use in the manufacture of recreational outerwear
  • The government stated that this Order is consistent with existing policy and is the most appropriate and timely method to assist Canadian manufacturers in competing more effectively in both the domestic and export markets.

    The products included in this Order are as a result of industry requests for duty relief made either to the Department directly or to the Canadian International Trade Tribunal through the Standing Textile Reference. Based on current import levels of these products, it is estimated that the annual revenues foregone to the Government as a result of this Order will be approximately $Can 808,000.
    Detailed consultations were undertaken with all interested parties that could be affected by the proposed tariff reductions. There is no opposition to the proposals.

    Implementation, enforcement and service standards

    The Canada Border Services Agency is responsible for the administration of and compliance with customs and tariff legislation and regulations. In the course of its administration of these tariff changes, the Agency will inform the importing community.
